U.S. video creators have a clearer way to describe their businesses when seeking small-business support. Tubefilter reports that new SBA guidance classifies creator-led businesses under NAICS 5121, Motion Picture and Video Industries, addressing a paperwork problem for businesses that combine production, distribution, marketing and monetization.

According to the Creators Guild of America (CGA), which worked with the SBA on the guidance, creators already qualified for support but lacked clarity about which industry code reflected their work. For a creator who produces videos, edits them, publishes across platforms and earns through several revenue streams, that ambiguity could make loan and grant applications harder to navigate.

The useful change is a clearer classification within the existing system. Tubefilter reports that the guidance covers filmmakers, video producers, podcasters, streamers, gamers, digital publishers, social-media entrepreneurs, creative agencies and other businesses producing and distributing original audiovisual content, online and offline. That scope recognizes the integrated business behind the content, rather than treating production and distribution as unrelated activities.

The report, published October 16, does not announce a new loan or grant program, specify funding amounts or provide application deadlines. The SBA statement refers to qualifying creators; having an industry classification should not be read as automatic eligibility or approval for every form of support. Shira Lazar, a CGA advisory board member involved in the effort, also says work continues toward a dedicated classification for the full creator economy.

If you’re preparing an application for SBA-backed financing or other small-business support, this is a reason to ask the lender or program administrator how NAICS 5121 applies to your business and what additional requirements remain. The immediate value is a clearer starting point for that conversation—not a promise of funding.
